On June 19, the Second CPC Congress of Beijing University of Civil Engineering and Architecture (BUCEA) was successfully held at the Daxing Campus.
The congress is themed on following Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing General Secretary Xi Jinping’s important observations on education and the essence of his series of important remarks on Beijing, facilitating the strategic transformation of industries based on the capital’s development in the new era, bearing in mind the mission of cultivating talents for the Party and the state, running well a socialist university in Beijing, making continuous efforts, forging ahead with fortitude, and beginning the new journey of building a high-level distinctive university on all fronts.

On behalf of the Educational Work Committee of the CPC Beijing Municipal Education Committee, ZHANG Ge expressed warm congratulations on the convening of the congress and raised four expectations for the CPC Committee of BUCEA: first, greater efforts should be made to strengthen the Party’s overall leadership in universities and demonstrate a renewed sense of responsibility in sticking to the socialist orientation in running universities; second, greater efforts should be made to cultivate leading architectural professionals and make new progress in fulfilling the fundamental task of fostering virtue through education; third, greater efforts should be made to promote connotative, distinctive, and classified development and gain new advantages in facilitating the capital’s development in the new era; fourth, greater efforts should be made to exercise full and rigorous governance over the Party and achieve new outcomes in creating a clean and upright political environment.
LI Junfeng giving a report
On behalf of the First CPC Committee of BUCEA, LI Junfeng gave a report themed “Making Continuous Efforts, Forging Ahead with Fortitude, and Beginning the New Journey of Building a High-level Distinctive University on All Fronts”. The report contains four parts, including “Five Years of Achievements Through Concerted Efforts”, “BUCEA’s New Goals and Missions on the New Journey of the New Era”, “New Chapter of Building a High-level Distinctive University”, and “Party’s Leading Role While Exercising full and rigorous governance over the Party”.
LI Junfeng emphasized that in the next five years, BUCEA should carry out its work with the guiding principle of following Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of 20th CPC National Congress, thoroughly studying and implementing General Secretary Xi Jinping’s important observations on education and the essence of his series of important remarks on Beijing, thoroughly implementing the spirit of the 13th Beijing Municipal Congress of the CPC, fully implementing the Party’s educational policy, fulfilling the fundamental task of fostering virtue through education, upholding and strengthening the Party’s overall leadership, sticking to connotative, distinctive, and differentiated development in line with the needs of the capital’s development in the new era and the transformation of the architecture industry, upholding reform, innovation, and transformation towards digitalization, coordinating development and security, fully promoting BUCEA’s high-quality development, and striving to write a new chapter of building a high-level distinctive university.
In the next five years, the university needs to make “Four Breakthroughs”, respectively in the capability of cultivating high-caliber talents, high-level discipline development, innovation capacity in high-level scientific research and innovation capabilities, and the building of high-level talent teams. The university also needs to make “Eight Remarkable Improvements”, respectively in the quality of talent cultivation, the quality of discipline development, contributions to scientific research, effectiveness in building talent teams, the quality of running the university with global perspectives, modernization of the governance system and capacity, conditions for university operation, and the quality of Party building. On this basis, by 2035 or so, BUCEA will basically develop into a high-level distinctive university in Beijing that is leading in China and renowned around the world, achieve significant outcomes in line with the national strategies and the capital’s development in the new era, win great recognition at home and abroad with high-quality talent cultivation, and significantly improve its comprehensive strength and social impact. By the mid-21st century, BUCEA will comprehensively develop into a high-level distinctive university in Beijing that is leading in China and renowned around the world.
In the report, LI Junfeng explained the scientific connotation of “high-level distinctive university” in particular. He pointed out that “high level” and “distinctiveness” are BUCEA’s university positioning given by Beijing Municipal Committee of the CPC and the People’s Government of Beijing Municipality. “High level” is an all-round requirement, which represents high quality and results from superb performance. “Distinctiveness” is the overall principle of connotative development, which is accumulated and passed on over 100 years of BUCEA’s history and fully embodies BUCEA’s university advantages. To develop a high-level distinctive university, the university should pursue both distinctive high levels and high-level distinctiveness, establish a firm connotative base of high-level universities through distinctive development, and intensify the development advantages of distinctive universities through high levels to improve the university strength and core competitiveness on all fronts.
In the future, BUCEA will implement the project of “Innovative Talent Cultivation” to create a new mode of cultivating top-level innovative talents, the project of “Educating the Heart” to improve the quality of ideological and political work, the project of “Surmounting Peaks of Disciplines” to systematically advance the high-level discipline development, the project of “Sci-tech Innovation Improvement” to build a new highland of sci-tech innovation, the project of “Excellent Talents Introduction” to promote the building of high-quality talent teams, the project of “Quality Improvement of Internationalization” to build a high-level and open schooling pattern, the project of “Management Reform and Efficiency Enhancement” to advance the modernization of governance system and capacity, and the project of “Social Service Ability Improvement” to serve the capital’s development in the new era.

The closing meeting of the Second CPC Congress of BUCEA was held at the Lecture Hall of the Basic Teaching Building A at 5:30 pm. LI Junfeng delivered closing remarks and ZHANG Dayu chaired the closing meeting.

In the speech, LI Junfeng emphasized that the next five years were a critical period for BUCEA to develop into a high-level distinctive university in Beijing that is leading at home and renowned abroad. The new CPC Committee and Discipline Inspection Committee shoulder a lofty mission and important responsibilities. They must further study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, pay more conscious efforts to make their ideology and actions align with major decisions and arrangements of the CPC Central Committee, stay committed to implementing the Party’s educational policy, fulfill the fundamental task of fostering virtue through education, lead all Party officials, teachers, students, and staff to take big strides forward the goals identified at the Second CPC Congress of BUCEA, come up to expectations of all teachers and students as well as alumni, and constantly write a new chapter of the high-quality development of the university.
