Scholarship Management and Implementation Measures for International Student of Beijing University o

Chapter I General

Article I. In order to attract more outstanding international students to study in the university, encourage international students to study diligently, cultivate high-level international talents with excellent academic performance, standardize the management and use of scholarships, and give full play to the benefits and functions of scholarships, the Measure are formulated in accordance with the spirit of the Interim Measures for Administration of Scholarship Programs for Foreign Students in Beijing (JJW [2007] No. 11), Implementation Measures for Scholarship of Foreign Students in Beijing, the Administrative Measures for Scholarship Program of "the Belt and Road Initiative” for Foreign Students in Beijing (Trial) (JJW [2016] No.8), and Administrative Measures for National Talent Training Base of “the Belt and Road Initiative” in Beijing (Trial) (JJW [2017] No.4) in light of the actual situation of our university.

Article II. Scholarship evaluation shall follow the principle of "justice, fairness and openness" and adopt the method of "individual application, school evaluation and merit-based selection".

Chapter II Scholarship Coverage

Article III. Scholarship Category

There are three types of scholarships for international students in our university: Scholarship for Foreign Students in Beijing, Scholarship of "the Belt and Road Initiative” for Foreign Students in Beijing and Scholarship for "Forbidden City” as National Talent Training Base of “the Belt and Road Initiative” in Beijing.

Type I: Scholarship for Foreign Students in Beijing. All or part of the tuition fees of international students who come to our school or have already studied in our school will be subsidized. Among them, the "Special Contribution Scholarship" will be used to reward international students who have made outstanding achievements in academics, sports, art, cultural exchanges, and public welfare activities.

Type II: Scholarship of "the Belt and Road Initiative” for Foreign Students in Beijing. All or part of the tuition fees of full-time undergraduates or postgraduates from countries with "the Belt and Road Initiative” will be subsidized.

Type III: Scholarship for "Forbidden City” as National Talent Training Base of “the Belt and Road Initiative” in Beijing. International students and post-doctoral freshmen from countries with "the Belt and Road Initiative” that are directly recruited from abroad to receive full-time master and doctor degrees will be subsidized, excluding students at school. Scholarship coverage includes tuition, living expenses, accommodation expenses and medical insurance. The specific amount is not higher than the relevant charging standards of the university. One round-trip international travel expenses between the student’s county and Beijing will be subsidized (only economy class can be included, and reimbursement shall be made according to actual expenses, with expenses less than RMB 10,000).

Article IV. Scholarship Classes

The scholarship is divided into four classes according to the subsidization intensity:

Full scholarship: include the tuition, living expenses, accommodation expenses and medical insurance of freshmen directly recruited from abroad in the first academic year, as well as one round-trip international travel expenses between the student’s county and Beijing (only economy class can be included, and reimbursement shall be made according to actual expenses, with expenses less than RMB 10,000) (the full scholarship is limited to the Scholarship for "Forbidden City” as National Talent Training Base of “the Belt and Road Initiative” in Beijing);

First-class scholarship: include full tuition of the student for one academic year;

Second-class scholarship: Subsidize 50of a student's tuition for one academic year.

Special contribution scholarship: the subsidy amount will be less than RMB 5,000 for one academic year. The subsidy criteria for the full scholarship are as follows:

Master 30000 yuan/student per academic year
Doctor 40000 yuan/student per academic year

Article V. Scholarship Duration

Students continuously to study for doctor’s degree will be less than 4 academic years (basic length of schooling);

Students continuously to study for master’s degree will be less than 2 or 3 academic years (basic length of schooling);

Students continuously to study for undergraduate degree will be less than 4 or 5 academic years (basic length of schooling);

Chinese students or advanced students will be less than 1 academic year;

Students with interschool exchanges or special contributions will be less than 1 academic year;

The scholarship will be terminated for students who have not completed their studies at the end of the scholarship period;

The scholarship will be terminated if the recipients suspend their studies, graduate early or drop out.

If the scholarship recipient is subject to any disciplinary actions for various reasons, the scholarship qualification will be canceled, and the scholarship will be terminated from the date of approval.

Chapter III Application for Scholarship

Article VI. Application and Evaluation Time

Notification time: the International Development Research Institute (International Education College) (hereinafter referred to as IDRI) will issue the scholarship application notice for students at school at the beginning of autumn semester of each academic year, and the scholarship application notice for freshman will be issued simultaneously with the enrollment guide in the spring semester of each year.

Application time: the scholarship application for freshmen should be submitted together with the admission application for freshmen. Other international students shall apply for various scholarships by the academic year and submit the application in September each year.

Article VII. Qualification of Scholarship Applicants

Non-Chinese citizens and students from Hong Kong, Macao and Taiwan;

Students who have high academic achievements, are healthy, and meet the admission requirements of the applied major;

Students who abide by the Chinese laws and school rules and disciplines, and have a good moral character;

Students who have no violations of discipline, public security punishment, criminal conduct and records

Applicants who have not received any financial support from the Chinese Government or other organizations.

Article VIII. Application Material (all application materials must be provided in Chinese or English, and application materials submitted by the applicant will not be returned whether approved or not.)

Applicants from outside the university must truthfully complete and submit the following application materials:

① Application form for international student scholarship

② Highest education certificate and transcript;

③ Foreigner Physical Examination Record (uniformly printed by the Chinese Health and Quarantine Department) issued by the students who will study in Beijing for more than 6 months (including 6 months);

④ Applicants’ works submitted by those who study arts according to the requirements of our university.

Applicants in the university must truthfully complete and submit the following application materials:

① Application form for international student scholarship;

② Transcript of last semester;

③ International undergraduates should provide a comprehensive assessment of their learning attitude and behavior performance issued by their respective colleges; international postgraduates should provide a recommendation letter from their tutor; and the short-term trainees and language students should provide a comprehensive assessment of their learning attitude and behavior performance issued by IDRI.

Chapter IV Scholarship Evaluation and Distribution

Article IX. Evaluation Agency

The university has set up an evaluation group for international student scholarship, led by the university leaders in charge of international student affairs, and composed of the leaders from IDRI, the Office of Academic Affairs, the Graduate School, the Finance Office, the Audit Office and all enrollment colleges. IDRI will be in charge of the daily work of the evaluation group.

The main responsibilities of the evaluation group are to review and decide on the winner list and amount of scholarship, handle issues in dispute in award evaluation, accept appeals and organize reconsideration. The reconsideration shall be submitted by students themselves, approved by the head teacher or tutor and the training college, and submitted to the evaluation group for discussion.

Article X. Basic Conditions of Evaluation

Applicants who have already studied in our university should abide by the law, respect teachers, have good moral character, study hard, unite classmates, actively participate in group activities, and have no unexcused tardiness, early dismissal or absences from classes. The applicants should have completed all credits of the required courses in the previous academic year with good grades; and their tuition fees for the previous academic year should have been paid or deferred.

Applicants who apply for the scholarship for academic freshman at non-customized class must have reached level 5 or above of International Chinese Proficiency Standard and have good interview results. Among them, those who apply for bachelor’s degree must have excellent performance in the comprehensive evaluation of high school, and those who apply for master's degree must have excellent performance in the comprehensive evaluation of undergraduate or postgraduate stage, or have outstanding achievements in the field of work and study, or have great potential for development.

Applicants who apply for the scholarship for academic freshman at customized class must have an English proficiency of 5.5 in IELTS or 65 in TOEFL or equivalent, and have a good interview result. Among them, those who apply for bachelor’s degree must have excellent performance in the comprehensive evaluation of high school, and those who apply for master's degree must have excellent performance in the comprehensive evaluation of undergraduate or postgraduate stage, or have outstanding achievements in the field of work and study, or have great potential for development.

Article XI. Evaluation Procedure

According to the budget approved by the Finance Office of the university, the categories and total amount of scholarships will be determined and announced at the right moment through the websites of IDRI and the enrollment college;

Applicants should submit their applications to their respective colleges in accordance with the published notice of scholarship for international students; and the college will submit the recommended candidates to the IDRI;

The materials of applicant recommended by the colleges are reviewed by IDRI;

In July of each year, the evaluation group will be organized to determine the scholarships for international students; and in September and October of each year, the evaluation group will be organized to determine the candidates and amount of various scholarships for international students of other grades.

The results will be published within 5 working days;

After the announcement without objection, it shall be submitted to the President's Office Meeting for approval and the official list of winners shall be published.

Article XII. Scholarship Distribution

Scholarships are awarded in October of each year.

The scholarship won by students will be transferred to their individual cards from Bank of Beijing uniformly handled by the university.

Chapter V Funds Management

Article XIII. The funds of all kinds of scholarship programs in Beijing shall be applied for annually and allocated after verification. The Finance Office of the university is responsible for the management of various scholarship funds for international students; and IDRI is responsible for the annual plan application, the preparation of application materials, budget execution and the summary of execution of various scholarship programs for international students.

Chapter VI Supplementary Provisions

Article XIV. Any matters uncovered by this regulation shall be carried out in accordance with relevant national laws and regulations and relevant regulations of the university.

Article XV. The Measure will be interpreted by the International Development Research Institute (International Education College).

Article XVI. The Measure shall be implemented from the date of issuance, and the original Scholarship Management Measures for International Student of Beijing University of Civil Engineering and Architecture (Trial) (BJDXF [2019] No. 12) shall be abolished.
