Regulations on Student Status Management for International Students of Beijing University of Civil Engineering and Architecture

These Regulations are formulated, with reference to Management Regulations for Undergraduate Students of Beijing University of Civil Engineering and Architecture (Revised) (BJDJF [2018] No. 9), Management Measures for Full-time Postgraduate Students of Beijing University of Civil Engineering and Architecture (BJDJF [2017] No. 5) and Administrative Regulations on Disciplinary Punishment for Students of Beijing University of Civil Engineering and Architecture (BJDJF [2020] No. 83), to maintain the normal order of the University and the legitimate rights and interests of international students, according to the requirements of laws, regulations and policy documents such as Higher Education Law of the People's Republic of China, Regulations on the Administration of Students in Institutions of Higher Learning (Order No. 41 of the Ministry of Education), Measures on the Management of Admission and Cultivation of International Students (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security), and Quality Standards for Higher Education for International Students in China (Trial) (JW [2018] No. 50).

The term "international students" as mentioned in these Regulations refers to foreign students who do not hold Chinese nationality and receive education in Chinese schools according to the Nationality Law of the People's Republic of China.

Admission and Registration

All new international students admitted to Beijing University of Civil Engineering and Architecture must present the admission letter issued by the University and their personal identity documents to go through the admission procedures on the date notified by the University. If a student cannot enroll on schedule for some reason, he/she must ask for a leave of absence from the International Development Research Institute (International Education College) (hereinafter referred to as "IDRI") in advance and provide relevant evidence. Starting from the second day after the deadline for registration, those who fail to register without asking for leave or who are two weeks overdue after leave time will be deemed to have given up their admission qualification, except for force majeure and other legitimate reasons.

In accordance with the enrollment regulations, the University will conduct a preliminary examination of admission qualifications of new international students when they register. Those who pass the examination will go through the registration procedures at IDRI to get the student status. If it is found that a new student's admission letter, candidate's information and other supporting materials are not consistent with his/her actual situation, or there are other situations in violation of the provisions of the University's admission examination, he/she shall be disqualified.

Within 3 months after the admission of international students, the University will review the following aspects of the students according to the admission regulations:

(I) Whether the admission procedures are in line with the University’s admission regulations;

(II) Whether the admission qualifications obtained are true and in line with the relevant regulations;

(III) Whether the student and his/her identity certificate are consistent with the admission letter and candidate's files;

(IV) Whether the physical and mental health condition meets the physical examination requirements of the registered major or professional category, and whether the normal study and life in school can be guaranteed.

If an international student is found to be cheating, practicing favoritism or engaging in malpractice during the review, he/she will be deemed to have failed the review and his/her admission qualification and student status will be revoked. If the circumstances are serious, the University will hand over to the relevant departments for investigation and handling.

Within two weeks of the beginning of each academic year, international students should go through registration procedures according to the University’s regulations. Those who fail to register on schedule for some reasons shall go through the procedures of suspending the registration. Those who fail to pay tuitions and fees in accordance with school regulations in time or fail to meet other registration requirements shall not be registered. International students applying for tuition deduction with scholarship must be approved by IDRI and registered after going through relevant procedures.

Educational System and Period of Schooling

The basic length of schooling for undergraduate students is generally four years (five years for architecture, urban and rural planning and landscape architecture); the basic length of schooling for postgraduate students is generally three years (two years for social work, business administration and engineering management); and the basic length of schooling for doctoral students is four years. The length of schooling for advanced students and research scholars is not limited.

The University adopts flexible learning styles. In principle, students will take 1-1.5 academic years to complete the postgraduate course, 1.5-2 academic years to complete the master's thesis, and 2.5-3 academic years to complete the doctoral thesis. The University allows excellent students to apply for early graduation when they meet the graduation requirements, and also allows students who cannot meet the graduation requirements to delay their graduation. The maximum length of schooling is the basic length of schooling plus two years. The tuition shall be paid according to the actual length of schooling, and the maximum duration of scholarship shall not exceed the basic length of schooling.

Study Management

International students are required to participate in the courses and various educations and teaching links (hereinafter collectively referred to as courses) specified in the University's cultivation plan during the study period, complete the courses and obtain corresponding credits according to the corresponding teaching plan. The course assessment results and credits will be put into their own files. The requirements of course credits and graduation credits for international students are stipulated by the education and teaching plan of each discipline of the school.

In the second week of the first semester after admission, international postgraduate students shall determine the Individual Cultivation Plan for Postgraduate Students under the guidance of their tutors in accordance with the Measures for Formulating Individual Cultivation Plan for Postgraduate Students of Beijing University of Civil Engineering and Architecture, and take postgraduate courses according to the cultivation plan.

The qualification for assessment of each course, graduation project (thesis) and graduation thesis defense of international students shall be implemented according to the Rules for the Implementation of Course Assessment of Beijing University of Civil Engineering and Architecture. The qualification for course assessment shall be determined by course teachers, and the qualification for graduation project (thesis) and graduation thesis defense shall be determined by the leading group of graduation project (thesis) or the teaching committee of the school to which it belongs.

For postgraduate students who make up courses or take undergraduate courses as elective courses, no credits will be given for the selected courses. Transcripts for re-studied and elective undergraduate courses will be issued by the Office of Academic Affairs.

If postgraduate students take open online courses offered by the University and incorporated into the cultivation program, their course results (credits) will be recognized by their school.

Assessment is divided into two ways: exam and quiz.

Qualified international students are required to take a final exam (the first exam) arranged by the University or school at the end of the course. International students who do not take the final exam or make-up exam without any reason will be deemed to be absent from the exam and their score will be recorded as "0". They will be disqualified from taking the make-up exam of the course and must re-take the course. Retake can take many forms, such as taking classes in an unfamiliar class, learning online courses and so on.

International students who are unable to attend the exam on time due to special circumstances must fill in the Application Form for Delayed Exam and go through the procedures for delayed exam before the exam. Those who apply for delayed exam due to illness must hold a diagnosis proof from a hospital designated by the University, and those who apply for delayed exam due to business must provide other valid documents. The Application Form for Delayed Exam must be approved and signed by the tutor and the immediate dean. The original of the application form and relevant hospital certificate will be kept in IDRI for the record, and the copy will be sent to the course teachers. If an international student cannot submit the application for delayed exam before the exam due to unexpected reasons, he/she should report to the academic dean of the school in time through his/her tutor. He/she may not attend the exam after obtaining the consent of the immediate dean, but he/she must apply for the delayed exam within 3 days afterwards with relevant certificates. The school shall promptly notify the teachers of the list of delayed exam students. The delayed exam will be carried out with the next exam of the course, and the results will be recorded according to the normal exam.

International students who have not yet taken the courses in the cultivation plan, but have certain basic knowledge or have met the teaching requirements can apply for exemption according to the University’s regulations. In liberal education (public compulsory course), national defense course, ideological and political course, physical course, public English course and mental health course offered by the Sports Department, School of Marxism, Student Affairs Department and School of Humanities are exempt courses. Chinese and introduction to China are public compulsory courses. Except for international students who change majors, international undergraduate students cannot apply for exemption from introduction to majors, experimental courses and practical teaching.

International students applying for exemption from the courses of a semester should submit the Application Form for Exemption from Courses for International Students of Beijing University of Civil Engineering and Architecture to their school before the third week of the semester. After the school's examination and approval, the school is responsible for filling in the "list of exempted international students" (including the name, class, course name and reason for exemption of exempted international students) and reporting it to IDRI for the record; the application forms for course exemption are filed by respective schools of international students. IDRI will issue the "course exemption notice" in written form to the school of international students and the academic unit of course teachers.

According to different situations of international students, the principles of approval of course exemption are as follows:

(I) For international students transferred from other universities:

If the name, credit and content of the original major courses are the same or equivalent to those of the current major courses, and the original assessment score of the courses is above 60 points (including 60 points), international students can apply for exemption from the corresponding courses.

(II) International students enrolled in our University: For courses with similar majors, similar contents and names, they can apply for exemption; results and credits for the course are determined by the dean in charge of teaching or the dean of postgraduate school on the principle of substantial equivalence.

(III) Other international students applying for exemption should register for the exemption exam and take part in the exemption exam. Those passing the exam will get the exemption qualification, and results will be recorded according to the actual results and recorded as the credits for the courses.

Record method of results for exempted courses:

(I) After receiving the "course exemption notice" of international students, course teachers should mark "exemption" in the remark column of transcripts of international students.

(II) After receiving the "course exemption notice" of international students, the school of international students should mark "exemption" in the scoring sheet of international students.

International students who have postponed their graduation can apply for exemption from the courses they have completed and qualified for the next semester. International students who suspend their studies due to drop out, retake the entrance exam and meet the admission requirements and re-enroll can apply for exemption from the courses they have obtained credits during their studies. International students are required to submit the "application form for exemption from courses for international students" to their school within 3 weeks after the beginning of term (or re-enrollment), and the exemption can only be granted after the approval of IDRI.

For the purpose of cultivation, if a postgraduate student needs to take an interdisciplinary and cross-school elective postgraduate course, he/she must obtain the consent of the tutor and the immediate dean, and report to IDRI for the record. Postgraduate students who have completed the required teaching links of elective courses and passed the assessment shall have their transcripts stamped by the unit offering courses (transcripts of cross-university elective courses shall be stamped with the stamp of the postgraduate student administration department of the unit offering courses). The results shall be recorded and the corresponding credits shall be obtained after the review by IDRI.

International students are required to take any exam organized by the University with their examination certificates and abide by the Examination Rules of Beijing University of Civil Engineering and Architecture. For the use of examination certificates, please refer to the Measures for the Management and Use of Student Certificates of Beijing University of Civil Engineering and Architecture.

Change Majors, Universities and Tutors

International students can apply for changing majors according to the University’s regulations if they have one of the following situations:

(I) Due to physical and mental reasons, it is not suitable to study in the original major after being diagnosed by the hospital designated by the University;

(II) International students do have some special difficulties and cannot continue to study without changing majors after being verified and recognized by the University;

(III) International students do have interest and expertise in another major, and they can give full play to their expertise when they transfer to another major after being verified and recognized by the University.

The changing of major of international undergraduate students shall be implemented in accordance with the Management Rules for Changing of Major of Undergraduate Students of Beijing University of Civil Engineering and Architecture (Trial).Each international student has only one chance to change his or her major during their time in the University.

According to the development and change of social demand for talents, the University will allow international students to transfer to other related majors if it needs to adjust majors appropriately.

International students who suspend courses to do business and return to school and need to change majors due to their own conditions will be given priority under the same conditions. If the original major has not been continuously enrolled or cancelled, the University will arrange to transfer to other related majors.

International students who transfer to other majors in teaching with Chinese should submit a written application within the time specified by the University. After the review of class tutor and person in charge of the major (discipline leader), the transfer-out school will issue recommendations, and the transfer-in school will decide whether to accept the students according to their GPA ranking, comprehensive quality, class capacity of the applied major and teaching resources of the major. If the transfer-in school agrees to accept, it must issue a written acceptance opinion, and report the relevant materials to the Office of Academic Affairs (Graduate School), which will examine and approve the materials together with IDRI, and then report to the competent president for approval.

Graduate students who transfer to other majors in teaching with English should submit a written application within the time specified by the University. After the review of graduate student tutor and person in charge of the major, the transfer-out school will issue recommendations, and the transfer-in school will decide whether to accept the students according to their GPA ranking, comprehensive quality, class capacity of the applied major and teaching resources of the major. If the transfer-in school agrees to accept, it must issue a written acceptance opinion, and report the relevant materials to IDRI for review, and then report to the competent president for approval.

In principle, international students are not allowed to change majors under any of the following circumstances:

(I) International students who have enrolled for less than one academic year;

(II) International students one year before graduation;

(III) International students who are punished for violation of discipline and law after enrollment;

(IV) International students who are in the period of suspension of schooling or keeping student status;

(V) International students who meet the drop out conditions;

(VI) Other international students without good reason.

Those who are unable to continue to study in the University due to illness or special difficulties or needs, or who cannot meet the study requirements of the University, may apply for transfer. International students shall not transfer to another school under any of the following circumstances:

(I) International students who have enrolled for less than one semester or one year before graduation;

(II) International students who want to transfer from a lower education level to a higher education level;

(III) International students without good reason of transfer.

If an international student needs to transfer due to the change of the university's cultivation conditions or other non-personal reasons, the University shall issue a certificate to assist the international student to transfer to a school of the same level.

International students should apply for transfer by themselves, and explain the reasons. With the consent of their university and the university to be transferred in, the transfer-in university shall be responsible for reviewing the transfer conditions and relevant certificates. If the transfer-in university considers that the international students meet its cultivation requirements and it has the cultivation ability, the international students can transfer to the university after the study and decision of the international student admission group of the university.

When submitting the transfer materials, international students must present their concise registration form and transcript; the latter shall be approved and sealed by the Office of Academic Affairs, Graduate School or International Education College of the university where they study.

International students who apply for transfer to the University must comply with the relevant regulations of the University's enrollment guide in the year of admission. The University will make public the transfer situation in time.

International students who have been approved to change majors shall pay the tuition and other fees according to the tuition standard of the year of transfer-in major.

International students who apply to change their major or school should attend the study of their original major (original school) without approval and before completing the relevant procedures. Otherwise, they will be punished as violating the study discipline.

If a tutor and postgraduate students agree through consultation that the postgraduate students are not suitable for the research related to the tutor's research direction, or the tutor is unable to continue to guide the postgraduate students due to going abroad, being transferred from the unit or other reasons, both the tutor and postgraduate students can apply for changing the tutor, which shall be reviewed by the school and submitted to IDRI for approval.

Suspension and Resumption of Schooling

International students can complete their studies in stages, and the maximum length of schooling for international students (including suspension of schooling and keeping student status) shall not exceed 2 years after basic schooling. International students who fall under one of the following circumstances may be suspended from school:

(I) Those who have to suspend classes for treatment or recuperation for more than 1/3 of the total class hours of a semester due to injury, illness or childbirth diagnosed by the hospital designated by the University;

(II) Those whose leave time is more than 1/3 of the total class hours of a semester;

(III) Those who have to suspend their studies temporarily due to financial difficulties or other special reasons within the prescribed flexible learning period;

(IV) Those considered to be suspended by the University.

The suspension of international students is usually for one year and can be sustained with the approval of the University. The minimum period of suspension is 1 semester, and the maximum total period of suspension is 2 years. In principle, if international students apply for suspension within 5 weeks of the beginning of a semester and begin the suspension before the end of the semester, the semester is counted as suspension.

If an international student suspends his/her courses to do business, he/she shall go through the procedures of suspension after being approved by the University. The total duration of suspension is generally no more than two years. For details, please refer to the Detailed Rules of Beijing University of Civil Engineering and Architecture on the Recognition of Suspension from School and Entrepreneurship.

If an international student participate in the cross-university joint cultivation program organized by the University, the University will keep his/her student status during his/her study in the joint cultivation university. International students will establish management relationship with their actual university and other organizations during their keeping of student status.

Suspended international students shall go through the procedures of suspension before leaving the University, and the University shall keep their student status. During the suspension period, international students will not enjoy the treatment of international students studying in the University. The University is not responsible for accidents that occur to international students while they are absent.

International students will be refunded their tuition and related fees for the rest of the school year.

Resumption and continued suspension:

(I) Upon the expiration of the suspension, international students shall submit an application for resuming or continuing suspension to the University at the end of the semester prior to the expiration. Only with the approval of the class tutor, the school and the examination by IDRI can the students resume their studies.

(II) International students who suspend their studies due to injury or illness must attach a certificate from the University or the hospital designated by the University indicating that they can continue their studies when they go through procedures of rehabilitation and resumption. International students who suspend their studies due to serious mental disorder or mental illness must present a rehabilitation appraisal certificate issued by a designated hospital before resuming their studies.

(III) During the period of suspension, international students who violate law and discipline will be cancelled the qualification of resuming studies or continuing suspension, and will be expelled from school.

(IV) In principle, suspended international students should be demoted and assigned to the original major after returning to school.

When the original major no longer exists after returning to school:

(I) International students can choose a similar major within the original school by themselves. If there are no similar majors in the school, they can choose a similar major within the University.

(II) International students can choose a major of the same length of schooling by themselves. The five-year students can choose a four-year major, but the four-year students cannot choose a five-year major;

(III) If the courses of the selected major are quite different from those of the original major, international students must take the courses and exams. International students shall apply for the courses, which shall be reviewed by their schools and reported to IDRI for the record;

(IV) It may also be up to the University to appoint a major or make other decisions.

Schoolwork Standards

Graduation requirements for international students are the same as for Chinese students. All international students of the University who have completed the contents specified in the education and teaching plan within the maximum length of schooling stipulated by the University, passed the examination, and meet the graduation requirements of the University will be granted graduation by the University and will be issued a graduation certificate before leaving the University.

International students can apply for early graduation if they have completed the required contents of the education and teaching plan in advance and obtained the required credits. The University also allows international students who fail to meet the graduation requirements for course credits to delay their graduation.

International students who apply for early graduation should fill in the Early Graduation Approval Form after completing their credits for undergraduate students and after passing the mid-term examination of their thesis for postgraduate students, submit and print the form, and submit it to IDRI for approval after being signed by their class tutor and the immediate dean of the school. Otherwise, the objection will not be accepted in case of delay.

International students who apply for delayed graduation should fill in the Delayed Graduation Approval Form after reaching the basic length of schooling, submit and print the form, and submit it to IDRI for approval after being signed by their class tutor and the immediate dean of the school. Otherwise, the objection will not be accepted in case of delay. Except for delays due to force majeure or other justifiable reasons, international students who have delayed their graduation must pay tuition and other fees as required.

Graduation

All international students of the University who have completed the contents specified in the education and teaching plan within the maximum length of schooling stipulated by the University, but do not meet the graduation requirements of the University will be granted graduation by the University and will be issued a graduation certificate.

According to the regulations of the University, the international students who have completed their studies should submit a written application to the academic affairs department of the school within the maximum length of schooling stipulated by the University from the time of admission. Upon approval, they are allowed to take up the courses and practical teaching links for which credit has not been obtained in their major education and teaching plan during their study period. After obtaining all the credits required in the cultivation plan, the graduated international postgraduate students can apply for the thesis defense once. The graduates do not have school status when returning to the school for makeup, but they must abide by the laws and regulations of China and the school rules and regulations. For those who violate the school rules and regulations, the University may cancel their qualification at any time. After the graduates reach the graduation standards within the maximum length of schooling stipulated by the University when returning to the school for makeup, a new graduation certificate will be issued to them. The date of graduation on the certificate should be filled in according to the date approved by the President's Office Meeting.

Regulations on graduates applying for renewal of graduation certificate

In addition to the international students specially designated by the University, the previous international students who have not met the graduation requirements and have not obtained the degree can return to the school for makeup within the maximum length of schooling stipulated by the University.

After the previous international students have reached the graduation or degree standards, they should submit relevant review applications to their schools in April or October of each year, and after passing the review, the corresponding graduation certificate will be issued to them; they should submit relevant review applications to their schools in June or December of each year, and after passing the review, the corresponding degree certificate will be issued to them. The date of graduation on the certificates should be filled in according to the date approved by the President's Office Meeting, and the date of degree awarding on the certificate should be date of the meeting of Degree Evaluation Committee of the University.

The University will not accept applications for academic review from international students who have exceeded the maximum length of schooling.

Incompletion

International students who drop out after one academic year or more will be granted a certificate of incompletion upon their own application. International students who drop out after one academic year or more will be granted a real study certificate upon their own application.

Degree

International students registered in the University who meet the provisions concerning the degree awarding in the Regulations Concerning Academic Degrees in the People's Republic of China and Interim Measures for the Implementation of Regulations Concerning Academic Degrees in the People's Republic of China, and also meet the requirements of the Rules for Degree Awarding for International Students of Beijing University of Civil Engineering and Architecture, can be granted with degrees in the corresponding disciplines of their major.

The University shall fill in and issue academic and degree certificates in strict accordance with the cultivation categories and study forms determined during enrollment, as well as the personal information filled in during enrollment of international students.

If an international student changes his or her name, date of birth and other personal information to be filled in the certificate during his or her schooling, he or she should have reasonable and sufficient reasons, and provide corresponding legal documents.

The University implements an electronic registration system for certificates of higher education.

Those who have obtained admission qualifications or student status in violation of the state regulations on enrollment shall be deprived of their student status and shall not be issued with academic and degree certificates; the academic and degree certificates already issued shall be revoked according to law. Those who have obtained academic and degree certificates by cheating, plagiarism or other academic misconduct or by other illegitimate means shall be revoked according to law.

If the revoked academic and degree certificates have been registered, the University shall cancel them and report them to the Beijing Municipal Education Commission for nullification.

In case of loss or damage of academic and degree certificates, upon application by students themselves, the University shall issue corresponding testimonial after verification. The testimonial has the same effect as the original certificate.

Academic Warning and Drop-out

For international students who are managed by the credit system, the University has the minimum requirements for obtaining credits from compulsory courses (see cultivation programs of each major for the specific minimum requirements for obtaining credits), and implements the academic warning and treatment system:

(I) If the credits obtained for the first time fail to meet the requirements of the University, the University will give a written warning to the international students themselves;

(II) If the credits obtained for the second time fail to meet the requirements of the University, the University will give a written notice to the international students themselves to persuade them to drop out, and inform the parents of such international students in writing. If the international students request to continue their studies, they should submit a written application, and the school should sign the opinions according to the performance of the international students, and report to the school and IDRI for approval. The international students can continue to study in the University only upon approval;

(III) If the credits obtained for the third time fail to meet the requirements of the University, the University will treat the international students as drop-out.

International students will be required to drop out of school under any of the following circumstances:

(I) Those failing to meet the requirements of the University in academic performance or failing to complete the study within the prescribed period of study by the University;

(II) Those failing to apply for resumption of schooling within the time limit prescribed by the University or failing to pass the resumption review upon expiration of suspension or keeping of student status;

(III) Those who are unable to continue to study in the University due to illness or accidental disability according to the diagnosis of the hospital designated by the University;

(IV) Those failing to participate in the teaching activities prescribed by the University for two consecutive weeks without approval;

(V) Those failing to register within the time limit prescribed by the University and failing to go through the procedures of suspending registration;

(VI) Other circumstances in which international students are required to drop out of school according to the Administrative Regulations on Disciplinary Punishment for Students of Beijing University of Civil Engineering and Architecture.

(VII) International students who want to apply for other universities must go through the drop-out procedures first.

International students who voluntarily apply for drop-out shall go through the drop-out procedures after being examined and approved by IDRI. For international students who drop out of school, the IDRI shall issue a drop-out decision and send it to them. International students who drop out of school should complete the drop-out and leave procedures within 2 weeks from the date of approval by the University.

Academic review

Only those who have obtained the credits specified in the cultivation plan and passed the assessment can enter the thesis work. The thesis proposal, mid-term examination and thesis defense are the necessary links in the course of postgraduate student cultivation. International postgraduate students should complete their theses independently under the guidance of their tutors.

In general, the thesis proposal for international postgraduate students should be carried out within four weeks of the beginning of the next semester after the end of the course phase, and the mid-term examination should be carried out within four weeks of the beginning of the next semester after proposal. International undergraduate students who intend to complete their studies should submit an application for academic review one year in advance. If the applicant meets the requirements for obtaining the graduate qualification stipulated by the University, the University will accept his/her application. International students whose application for academic review is accepted will be considered to have graduate qualification and will be allowed to take the graduation project (thesis) course. International students who are already qualified to graduate will be disqualified if they fail to take the graduation project (thesis) course on schedule. International students who participate in the cross-university joint cultivation program organized by the University should submit the application for academic review through IDRI one year in advance.

At the end of studies of new international students, the University will review their academic completion according to the requirements of the major cultivation program.

Previous international students should submit their application for academic review to their school in time after reaching the graduation or degree standards. At the end of each semester and within one week after the submission of the make-up exam results, the international students' school will review their academic completion according to their application and the requirements of the education and teaching plan.

The University will not accept applications for academic review from international students who have exceeded the maximum length of schooling.

For international students who drop out of school, the University will automatically review their studies and determine that they have accepted the completion of their studies, and such international students should leave the University on schedule.

During the academic review, the following principles will be followed in all cases:

(I) The international students’ school determines that courses with similar contents can be substituted according to the principle of substantial equivalence.

(II) If there are more than two results in the same course due to participating in multiple examinations, the result with the highest credits shall prevail, but the credits obtained shall not exceed the prescribed credits of the course.

(III) International students who have been approved by the University to change their major will be subject to the current major cultivation program for their academic review.

(IV) For international students who participate in the cross-university joint cultivation program organized by the University, their academic review shall be conducted in accordance with the standards of both universities.

Rewards and Punishments

International students who are excellent in character and learning and healthy in body and mind may be awarded various kinds of scholarships, honorary titles and corresponding moral encouragement or material awards.

The attendance of international students shall be carried out in accordance with the Measures for Attendance Management of Students of Beijing University of Civil Engineering and Architecture. International students who are unable to attend the activities specified in the cultivation plan on time should ask for leave in advance and obtain approval. Those who are absent without approval will be treated as absenteeism. Those who are absent from class and exam, violate the examination discipline, or plagiarize or copy the research results of others will be given corresponding disciplinary punishment according to the Administrative Regulations on Disciplinary Punishment for Students of Beijing University of Civil Engineering and Architecture.

The University will criticize and educate the students who violate the examination discipline or cheat in the examination, and give them disciplinary punishment according to the circumstances. The punishment is divided into five grades: warning, serious warning, recording a demerit, being kept in school but placed under surveillance, and expulsion from academic status. The punishment period is as follows: 6 months for warning, 8 months for serious warning, 10 months for recording a demerit and 12 months for being kept in school but placed under surveillance.

Students shall be expelled from school in any of the following circumstances:

(I) Those who have their exams taken by others instead or take the test for others, those who organize gangs to cheat, those who send and transmit test information to outside the site or use relevant equipment to receive information for cheating, those who obtain test papers or answers by improper means before the test, and those who cheat in the second test or have other serious cheating behaviors.

(II) Those who plagiarize or copy the research results of others and publish them publicly in the society as the thesis, or submit them as the postgraduate dissertation.

(III) Those who violate school rules and receive disciplinary actions three times.

Before making disciplinary or other adverse decisions on students, students shall be informed of the facts, reasons and basis for this decision, and shall be informed that they have the right to make statements and defenses that shall be listened to.

When the school imposes disciplinary actions on students, a written disciplinary decision shall be issued. And it shall include the following contents:

(I) Basic information of students

(II) Facts and evidence of the disciplinary action;

(III) Type, basis and period of the disciplinary action

(IV) Appeal way and period;

(5) Other necessary contents.

The school disciplinary decision should be served directly to the student being disciplined and signed by the student on the certificate of service. If the student refuses to sign for it, it can be served by lien; if direct delivery is indeed difficult, it can be served by mail; and for those who is unable to contact, it can be delivered by public announcement on the school website.

Students who are expelled from school must leave the school within the specified period, and the study certificate and the transcript of courses taken shall be issued by the school.

For other relevant regulations, refer to the Administrative Regulations on Disciplinary Punishment for Students of Beijing University of Civil Engineering and Architecture.

Handling Procedure of Student Status

For all cases involving suspension, reinstatement, early or delayed graduation, dropout, change of major, transfer to another school, and other academic changes, as well as other cases involving international students' own academic problems, the written request and relevant supporting documents shall be provided by the international students themselves, reviewed by the class tutor (tutor) and educational administrator, signed and reviewed by the dean in charge of college, reviewed and approved by the International Development Research Institute, and submitted to the competent president for approval. The dropout process will be reported to the President’s Office Meeting for approval.

Application, consultation, and appeal regarding student status are accepted at the offices of the college, or can be inquired directly at the IDRI. Regarding the student status, the handling unit is the college where the international students are studied (Academic Affairs Council), and the approval department is the International Development Research Institute. The competent president will be reported for approval, and the dropout process of international students will be reported to the President’s Office Meeting for approval.

The offices of college are responsible for publicity and implementation, and are responsible for notifying the tutors of international students and the international students themselves.

Supplementary Provisions

These Measures shall be implemented from the date of issuance.

In the process of implementation, in case of inconsistency between these regulations and the new regulations of the Ministry of Education and the Beijing Municipal Education Commission, the latest relevant regulations of the superior unit shall prevail. Any matters uncovered by this regulation shall be carried out with reference to relevant regulations of the university. Any situation that occurs during the implementation but is not described in this regulation will be finally decided by the President’s Office Meeting after the situation report and handling opinions are submitted by the International Development Research Institute.

This regulation applies to international postgraduates and international undergraduates of the school, and the International Development Research Institute (International Education College) is responsible for interpretation. The foreign language version is only to help students understand the specified contents, and the Chinese version shall prevail for the final interpretation and execution.
