In order to standardize the degree granted to international students in our school, according to the Degree Ordinance of the People's Republic of China, the Interim Implementation Measures for Degree Ordinance of the People's Republic of China and the relevant documents of Academic Degree Evaluation Committee of IDRI, this implementation rule is formulated with reference to the Implementation Rules for Doctor's Degree Granted of Beijing University of Civil Engineering and Architecture (BJDYF [2016] No.17), the Implementation Rules for Master's Degree Granted of Beijing University of Civil Engineering and Architecture (BJDYF [2016] No.16), and the Implementation Rules for Bachelor's Degree Granted of Beijing University of Civil Engineering and Architecture (BJDJF [2018] No.10).

The discipline degrees granted to international students are bachelor's, master's and doctor's degree authorized by our school which is approved by the Degree Evaluation Committee of the IDRI.

Basic Requirements for Degree Granted

International students must abide by China's laws, regulations and relevant school rules and regulations during their studies.

Compulsory Overview of China with 48 hours and Chinese courses with 64 hours (those who have obtained a bachelor’s or master’s degree in China are exempted) must be finished by the international students, while the Politics, English, PE, military training, and general selective courses can be exempted. In disciplines and majors where Chinese is the professional teaching language, the Chinese proficiency of international graduates should reach the level V of the International Chinese Proficiency Standard. In disciplines and majors where foreign language is the professional teaching language, the Chinese proficiency of international undergraduates should reach at least level IV of the International Chinese Proficiency Standard, and the Chinese proficiency of international postgraduates and doctoral graduates should reach at least level III of the International Chinese Proficiency Standard.

The bachelor's degree will be granted to international undergraduates who have completed the contents specified in the teaching plan within the maximum period of study stipulated by the university, have passed the examinations, and meet the basic requirements for the bachelor's degree of their majors.

The master's degree will be granted to international postgraduates who have completed the course examination and thesis defense of master's degree within the maximum period of study stipulated by the university, have passed the examinations, and meet the basic requirements for the master's degree in their first-level discipline.

The doctor's degree will be granted to international doctoral students who have completed the course examination and thesis defense of doctor's degree within the maximum period of study stipulated by the university, have passed the examinations, and meet the basic requirements for the doctor's degree in their first-level discipline.

International postgraduates are generally trained in a full-time mode, that is, the entire training process is completed in our school. If necessary, with the consent of instructor, preliminary review of the college, the filing of International Development Research Institute (International Education College) (hereinafter referred to as IDRI) and the Graduate School, the subject research can be conducted in their own country in combination with the thesis topic selected after the thesis opening defense is passed. However, the thesis completed time in our school should not be less than half a year, and the thesis defense must be conducted in our school in principle.

For part-time international postgraduates, if their courses are completed in other country, their course credits should be accepted by our school; and if their thesis is completed in other country, the thesis defense must be carried out in our school in principle. The cumulative time for course learning and scientific research conducted in China shall not be less than one and a half years.

Bachelor's Degree Review Procedures and Requirements

International undergraduates can apply for the bachelor's degree after completing the contents stipulated in the teaching plan and the graduation thesis (or graduation design) defense. Among them, international students continuously to study for degrees in economics, law, literature and art should write and defend their thesis in Chinese, while international students continuously to study other professional degrees can write and defend their thesis in English or Chinese, but the abstract of their thesis should be in Chinese

The materials of applicants for bachelor's degree shall be reviewed and decided by the Academic Degree Evaluation Subcommittee, and those who pass will be reported to the International Development Research Institute (International Education College) (hereinafter referred to as IDRI). The review summary of application for granting the bachelor's degree shall be filled by the college and signed by the chairman of the Academic Degree Evaluation Subcommittee.

IDRI, together with Office of Academic Affairs, will review the materials of applicants for bachelor's degree, submit the review advice on the review summary of application for granting the bachelor's degree to the Degree Evaluation Committee of university for consideration and approval, and report to the President’s Office Meeting for approval.

Master's Degree Review Procedures and Requirements

International postgraduates are trained in a full-time mode, that is, the entire training process is completed in our school. The master's degree can be applied after completing the courses, teaching links and thesis required in the training plan. For details, please refer to the Implementation Rules for Master's Degree Granted of Beijing University of Civil Engineering and Architecture. Students must listen to 6 or more academic reports in their field during their studies. International postgraduates are not required for publicly publishing academic achievements. Among them, international students for degrees in law and art should write and defend their thesis in Chinese, while international students for other professional degrees can write and defend their thesis in English or Chinese, but the abstract of their thesis should be in Chinese.

The Thesis Defense Committee shall be responsible for examining the thesis， organizing their oral defense and voting and making a resolution on whether the thesis meets the requirements for degree granted. Those who pass will be reported to the Academic Degree Evaluation Subcommittee.

For those who fail the defense of master's thesis, with the consent of Thesis Defense Committee; or those who have passed the defense of master's thesis but failed the review of Academic Degree Evaluation Subcommittee, with the approval of Academic Degree Evaluation Subcommittee, the thesis defense can be conducted again within the specified period of schooling, and the revision time shall not be less than 3 months.

The Academic Degree Evaluation Committee is responsible for reviewing the master's degree thesis, the resolutions of Thesis Defense Committee and other relevant materials, making a resolution on whether to recommend granting the degree, and reporting it to the Degree Evaluation Committee of University. If there are special requirements for publicly published academic achievements, they must be submitted to the IDRI for filing, announced to all teachers and postgraduates as the basis of degree qualification reviewed by the school, and reviewed whether the results meet the special requirements.

The Degree Evaluation Committee of University shall review the relevant materials of the postgraduates who are suggested to be granted the degree, and decide whether the degree should be granted.

Doctor's Degree Review Procedures and Requirements

The doctor's degree can be applied after completing the courses, teaching links and thesis required in the training plan. For details, please refer to the Implementation Rules for Doctor's Degree Granted of Beijing University of Civil Engineering and Architecture. Among them, international students for degrees in law and art should write and defend their thesis in Chinese, while international students for other professional degrees can write and defend their thesis in English or Chinese, but the abstract of their thesis should be in Chinese.

International doctoral students must listen to 8 or more academic reports in their field during their studies, and the academic achievements should meet one of the following conditions:

(I) In the name of the first author (or the tutor is the first author and the postgraduates is the second author) and Beijing University of Civil Engineering and Architecture as the first unit, two academic theses shall be published in the designated periodicals (see attached Requirements for Academic Achievement of Doctoral Students of Beijing University of Civil Engineering and Architecture) of the first-class discipline of architecture;

(II) In the name of the first author (or the tutor is the first author and the postgraduates is the second author) and Beijing University of Civil Engineering and Architecture as the first unit, at least 2 academic periodicals shall be published, in which one shall be published in SCI or EI retrieve source periodical.1 authorized invention patent can be equivalent to 1 EI retrieve source periodical, but multiple invention patents are only equivalent to 1 thesis. Meanwhile, the signature requirements for the patent refer to the signature requirements of the published thesis.

The Thesis Defense Committee shall be responsible for examining the thesis， organizing their oral defense and voting and making a resolution on whether the thesis meets the requirements for degree granted. Those who pass will be reported to the Academic Degree Evaluation Subcommittee.

For those who fail the defense of doctor's thesis, with the consent of Thesis Defense Committee; or those who have passed the defense of doctor's thesis but failed the review of Academic Degree Evaluation Subcommittee, with the approval of Academic Degree Evaluation Subcommittee, the thesis defense can be conducted again within the specified period of schooling, and the revision time shall not be less than 3 months.

The Academic Degree Evaluation Committee is responsible for reviewing the doctor's degree thesis, the resolutions of Thesis Defense Committee and other relevant materials, making a resolution on whether to recommend granting the degree, and reporting it to the Degree Evaluation Committee of University.

The Degree Evaluation Committee of University shall review doctor's degree thesis and the relevant materials of the doctoral students and decide whether the degree should be granted.

Voting on Resolutions of Defense Committee and Academic Degree Evaluation Committee at All Levels

The vote will be valid only when all members of Thesis Defense Committee are present at the meeting. In the meeting of the Academic Degree Evaluation Subcommittee and the Degree Evaluation Committee of University, the vote will be valid only when more than two-thirds of all members are present at the meeting.

Regarding resolution of degree granted, the Defense Committee, Academic Degree Evaluation Subcommittee and Degree Evaluation Committee of University shall vote by secret ballot. Approval shall be taken only if more than two-thirds of the members attend the meeting and more than half of all the members agree.

Others

The degree certificates at all levels shall be issued by the university and shall be valid from the date when the degree granting decision is made by the Degree Evaluation Committee of University.

The decision not to grant degree made by the Degree Evaluation Committee of University shall be sent to the Academic Degree Evaluation Subcommittee in writing, and the Academic Degree Evaluation Subcommittee shall inform the relevant applicants of the decision.

If the thesis is found to be fraudulent, the Degree Evaluation Committee of University will make a decision according to the Administrative Regulations on Disciplinary Punishment for Students of Beijing University of Civil Engineering and Architecture.

If violations of the Measure are discovered by the university, the degree granted may be revoked after reconsideration by Degree Evaluation Committee of University. The university shall make an announcement in a certain way for the degree revoked and report the decision of degree revocation to the Degree Evaluation Committee of IDRI for filing.

If the applicant has any objections to the resolution made by the Thesis Defense Committee, the Academic Degree Evaluation Subcommittee or the Degree Evaluation Committee of University, the written appeal can be submitted to the Appeal Handling Committee within 10 days from the date of receiving the decision. If the applicant still disagrees with the reexamination decision made by the Appeal Handling Committee, a written appeal can be made to the Beijing Municipal Education Commission within 15 days from the date of receiving the reexamination decision.

Supplementary Provisions

Other requirements refer to the Implementation Rules for Bachelor's Degree Granted of Beijing University of Civil Engineering and Architecture, the Implementation Rules for Master's Degree Granted of Beijing University of Civil Engineering and Architecture and the Implementation Rules for Doctor's Degree Granted of Beijing University of Civil Engineering and Architecture.

The degree certificate issued for international students should be filled out and printed in both Chinese and English. The original Chinese and the translated copy have the same effect.

The Measure will be implemented from the date of promulgation, and will be interpreted by the Office of Degree Evaluation Committee of Beijing University of Civil Engineering and Architecture, International Development Research Institute (International Education College), Office of Academic Affairs, and Graduate School. The foreign language version is only to help students understand the specified contents, and the Chinese version shall prevail for the final interpretation and execution.
