On October 18, the Milestone for Five Years of Sino-Dutch R&D Center for Future Wastewater Treatment Technology and the Signing Ceremony between Capital Eco-Pro Group and BUCEA were held in the Capital Xindadu Park. CHENG Jianhua, Deputy Secretary General of the People’s Government of Beijing Municipality, LIU Xianshu, Deputy Director-General of the Beijing Municipal Ecology and Environment Bureau, and GAO Wei, Deputy Secretary-General of China Urban Water Association were invited to attend the event. BUCEA leadership, including JIANG Zeting, ZHANG Dayu, and LI Junqi, and leaders of the Capital Eco-Pro Group, including LIU Yongzheng, Deputy Secretary of the CPC Committee of Beijing Capital Group Co., Ltd. and Chairman of the Capital Eco-Pro Group, ZHANG Meng, Secretary of the CPC Committee of the Capital Eco-Pro Group, and LI Fujing, Deputy Secretary of the CPC Committee and General Manager of the Capital Eco-Pro Group were present. Heads of departments and scholar representatives of both BUCEA and the Capital Eco-Pro Group also took part in the meeting.
Further university-enterprise cooperation for a new chapter
On this occasion, a university-enterprise cooperation agreement was signed between the Capital Eco-Pro Group and BUCEA, and an agreement of the second phase partnership of the Sino-Dutch R&D Center for Future Wastewater Treatment Technology was also signed. In the future, the two sides will launch comprehensive cooperation in the water, solid, gas, and energy sectors.

Forging new cooperation paradigm of “academic internationalization and technological socialization”
On October 17, 2016, BUCEA, Capital Eco-Pro Group, and Delft University of Technology, the Netherlands, jointly established the Sino-Dutch R&D Center for Future Wastewater Treatment Technology (the Sino-Dutch Center) in Beijing, and signed a memorandum of cooperation where the first phase of cooperation spanned five years. The Sino-Dutch Center, with HAO Xiaodi, Chair Professor of BUCEA designated as the person-in-charge, has its experimental base incorporated into the Beijing Advanced Innovation Center for Future Urban Design of BUCEA, and its pilot base is set in the R&D center test base of the Capital Eco-Pro Group (formerly known as Beijing Capital Co., Ltd.) to carry out the applied fundamental research and technology transformation.
Over the 5 years of efficient cooperation, the three sides have successfully explored a joint development model of international industry-university-research. A high-level academic research and engineering application team has been formed, which is headed by Mark van Loosdrecht, a world-renowned expert on wastewater treatment, Foreign Member of the Chinese Academy of Engineering, Winner of the Friendship Award from the Chinese Government, Winner of the First Beijing Municipal Science and Technology Zhongguancun Award for International Cooperation and Adjunct Professor of BUCEA, and HAO Xiaodi, Chair Professor of BUCEA, creating a new industry-university-research model of “academic internationalization and technological socialization”. As for academic research, the Sino-Dutch Center has published more than 100 academic papers in domestic and international journals, including 36 papers in top academic journals such as Water Research .
Five years of fruitful cooperation
Taking the opportunity of the 5th anniversary of the Sino-Dutch Center, CHENG Jianhua, LIU Xianshu, GAO Wei, JIANG Zeting, ZHANG Dayu, LIU Yongzheng, ZHANG Meng, and LI Fujing pressed the start button together in front of the large screen, marking the official release of the achievements of the first phase of the Sino-Dutch Center.
Over the five years, the Sino-Dutch Center has developed 4 engineering technologies that can be directly applied. These key technologies and products in wastewater treatment were presented to the participants through reports and exhibitions.
One of the highlights is the aerobic granular sludge wastewater treatment technology, a world-class technology developed and applied to engineering by Professor Mark van Loosdrecht and Professor HAO Xiaodi of BUCEA.

Prospects for further cooperation
According to the strategic cooperation agreement, BUCEA and Capital Eco-Pro Group will collaborate on developing new theories, new methods, new technologies, and new plans in such areas as green environmental governance, solid waste treatment, air pollution control, and energy management, and building a multi-level technological innovation system covering fundamental research, technology research and development, and the achievement application as well as promotion.
In addition to the Sino-Dutch Center, the two sides will work together to build two platforms, including the National Collaborative Innovation Center for Energy Conservation and Emission Reduction and Urban and Rural Sustainable Development in Beijing. During the 14th Five-Year Plan period (from 2021 to 2025), the two sides will closely align engineering technology needs and scientific research directions in the fields of water, solid, gas, and energy, responding to major national and industrial needs. Efforts will be made to create a collaborative team of “independent innovation, open cooperation, and rapid development” and an innovation platform where technologies and demands precisely match each other, contributing to the realization of the “carbon peak and carbon neutrality” and building Beijing into a top-class capital of harmony and livability.
